Description
The Department of Commerce, National Oceanic Atmospheric Administration, National Weather Service (NWS), intends to negotiate a blanket purchase agreement on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the American Meteorological Society (AMS) to provide their various AMS proprietary services. The services include: publication of nine atmospheric and related oceanic and hydrologic journals ? in print and online; sponsorship of more than 12 conferences annually; and offers numerous programs and services. There are four current requirements that will be awarded against this blanket purchase agreement: (1) Distribution of journals to Developing Countries; (2) African scientists? attendance at the Southern Hemisphere for Meteorologist (SOHEM) meeting in Brazil; (3) Page Charges for Scientific Paper by Fanglin Yang, ?Evaluation of the NCEP Global Forecast System at the ARM site?; (4) Publications of Weather and Forecasting Online (2006), Journal of Hydrometeorology Online (2006), and Monthly Weather Review Online (2006). Attached to this announcement is the statement of objectives for the blanket purchase agreement. This blanket purchase agreement will be accomplished in accordance with FAR Subpart 12 and 13. This is not a request for competitive proposals. However, interested companies may submit an affirmative response to the requirement with 4 days from the posting date of this notice to Anita.R.Middleton@noaa.gov or fax to 301-713-1024. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No telephone requests will be honored.
