Description
THIS IS AMENDMENT 02 TO THE VA COMBINED SYNOPSIS/SOLICITATION VA-791-06-RQ-0013, AS POSTED ON SEP 06, 2006. This solicitation is amended as follows: Paragraph 1.1.1 and 7 are revised per the Performance Work Statement, as revised 18 September 2006. The following questions and their responses are provided to all offerors: Question: Is there an incumbent provider? If so, who is it? Revised Answer: American Medical Response (AMR). B. Question: In reading section 1.1.1 of the SOW it specifically states: "1.1.1 The contractor is authorized to and shall bill separately for patient transport and emergency response services by seeking reimbursement in accordance with paragraph 5. The contractor shall bill for Basic Life Support (BLS), not Advanced Cardiac Life Support (ALS)" which my interpretation is that all patients that are transported will be billed at the BLS rate and not an ALS rate even if ALS services are provided. Reading further, section 7.4 states "7.4 Seek the appropriate reimbursement for the type of ambulance services provided. If only BLS service is provided. The contractor will bill for a BLS, not ALS, response. The contractor will not send and bill for wheelchair accessible ambulances unless medically indicated." Which although doesn't explicitly state that the patient could be billed at the ALS rate if ALS services are provided to the patient, it appears to me to infer that it could. The inclusion of ALS billing where ALS levels of care are provided will significantly reduce the subsidy we will be requesting in our bid. Answer: See revised PWS Question: Does the contract require all certification documentation, resume, and physical documentation be included or do we simply need to certify that we have all of the documentation on file, also should we include an internal employee roster which contains much of the requested information in synopsis form? Answer: All certification and physical documentation must be available upon request but not necessarily submitted in the RFQ package. Offerors are cautioned that it is their responsibility to provide sufficient documentation to allow for evaluation by the Government. Please refer to solicitation evaluation criteria.    All other terms and conditions are unchanged. The date responses are due remains unchanged at 19 September 2006. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (18-SEP-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
