Description
This is a Notice of Proposed Contract Action (NOPCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis a Firm Fixed Price contract for the purchase of eighty-eight (88) KIV-6 Cryptographic Computers to the OEM, BAE Systems, Cage Code 80249, 450 Pulaski Road, Greenlawn, NY 11740-1606. The KIV-6 is a National Security Agency (NSA) Commercially Endorsed Security item that has been installed on the Air Force F-16, SH-60 helicopters, the Navy F/A-18, and FMS weapon systems. The KIV-6 Cryptographic Computer is a component of the Combined Interrogator Transponder (CIT) Identification Friend or Foe (IFF), Mark (MK) XII AN/APX-111(V) and AN/APX-113 IFF. The CIT/IFF with KIV-6 Computer provides the capability to positively identify an aircraft as friend or foe and to utilize air-to-air missiles beyond the pilot's visual range. The Commander in Chief (CINC) rules of engagement specify that positive identification of an airborne target is required before employing air-to-air weapons beyond visual range. In addition, the KIV-6 is a Commercial COMSEC Endorsement Program (CCEP) product as defined by the NSA. The CCEP, which is managed by NSA, facilitates and streamlines the acquisition of COMSEC equipment/products. NSA works closely with contractors to ensure their COMSEC products meet technical and security requirements. This qualification process normally takes 12-18 months. The current NSA approved endorsed vendor is BAE Systems, Inc. Detailed technical data and drawings for the manufacture of these Cryptographic COMSEC Equipment items are not available from the Government. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make award by November 2006. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned.
