Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through FAC 2205-12. Solicitation number M62974-06-T-4012 is issued as a Request for Quotation (RFQ). Where Federal Acquisition Regulation (FAR) clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to, the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word offer or a derivative of that word appears, it is changed to quote or a derivative of that word. Where the word proposal or a derivative of that word appears, it is changed to quote or a derivative of that word. THIS SYNOPSIS/SOLICITATION IS 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System Code (NAICS) is 333994 and associated size standard is 500 employees. MCAS Yuma, AZ has a requirement for a HEAT TREAT FURNACE used for the heat treatment of metal alloys. Government will award a firm-fixed price contract. Award will be made by best value determination considering conformance to technical and price. This is a single award contract. ITEMS ARE AS FOLLOWS: CLIN 0001 - 1 EACH HEAT TREAT FURNACE, CLIN 0002 - 1 EACH INSTALLATION, START-UP SERVICE, and TRAINING, CLIN 0003 - 1 EACH ONE YEAR PARTS WARRANTY, CLIN 0004 - 1 EACH FREIGHT. Note: Freight costs shall be validated with receipts prior to reimbursement. HEAT FURNACE SPECIFICATIONS ARE: Furnace power is 480 volts, 3 phase, 60HZ. Uniform working dimension is 38 inches wide x 34 inches high x 56 inches deep, Inside dimension is 41 inches wide x 39 inches high x 61 inches deep, hearth dimension is 36 inches wide x 56 inches deep. Unit must reach a maximum temperature of 1875 degrees Fahrenheit, external case shall not exceed 10% to 15% of internal furnace temperature, internal temperature shall not exceed plus or minus 15 degrees Fahrenheit above 300 degree Fahrenheit within approximately 2/3 of the interior space, an internal 12 inches or larger high temperature fan discharge type fan with a total of 1000 CFM air circulation to aid in the uniform heating and cooling of the unit, heating elements that are evenly spaced throughout the sides, back, bottom and door to provide temperature uniformity throughout the furnace, door shall be double pivoted horizontally opening to keep the hot face away from the operator. Provide complete installation/start-up service, training, and an instruction booklet for the equipment. Provide a one year warranty for parts. Equipment will be shipped to Building 230, Marine Corps Air Station (MCAS) Yuma, AZ 85369, FOB Destination. Inspection and acceptance will be at the destination. Point of contact will be provided on the order. ALL VENDORS SUBMITTING A QUOTE ARE NOTIFIED THAT YOU MUST BE ACTIVE IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE TO BE CONSIDERED FOR AWARD. THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following applicable clauses for Paragraph (b): (5), (14), (15), (16), (17), (18), (19), (20), (31), DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, with the following applicable clauses for Para (b): DFARS 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program, and DFARS 252.232-7003 Electronic Submission of Payment Requests. In accordance with DFARS 252.232-7003, invoices under this order will be submitted electronically. This office, and the Marine Corps, has determined that Wide Area Work Flow (WAWF) will be used to accomplish electronic invoicing. Information on WAWF can be obtained at https://wawf.eb.mil. Defense Priorities and Allocations System (DPAS) rating for this acquisition is DO-C9E. All responsible sources may submit a quote which shall be considered by the Agency. ONLY WRITTEN QUOTES ARE ACCEPTABLE AND MUST BE RECEIVED AND IDENTIFIED BY RFQ M62974-06-T-4012 by 2:00 PM (PT) ON 22 SEPT 2006. PARTIES WANTING TO RESPOND TO THIS SOLICITATION SHALL PROVIDE THIS OFFICE WITH THE FOLLOWING: A written quote on company letterhead for the requested items/clins, showing unit price, extended price, FOB point, prompt payment terms, correct remittance address, Cage Code, DUNS Number, Tax Identification Number, full name and telephone number of vendor?s point of contact, fax number, and a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items.
