Description
The Naval Facilities (NAVFAC) Engineering Command, Seabee Readiness (SR) Division, Washington Navy Yard, Washington, DC provides program management and logistics support to enable the readiness of construction and expeditionary forces. The NAVFAC Seabee Readiness Program sponsors the force level information systems for the Naval Construction Forces. The systems are commonly referred to as the Naval Construction Force Management Information System (NCFMIS). The NCFMIS Re-engineering Project is a multi-phased effort. Phase I assessed available government off-the-shelf software (GOTS) and commercial off-the-shelf software (COTS) as suitable replacements. Phase II of the NCFMIS Re-engineering Project explored the conceptual framework of the re-engineered system; validated its support for the business processes in the NCF asset management life cycle; and prepared the NFELC, and NAVFAC Seabee Readiness (SR) organizations for migration to the re-engineered system. NCFMIS Phase III will deliver an initial operating capability (IOC) based on system requirement specifications (SRSs) and Seabee Readiness business rules, as documented in the Business Rules Document (BRD) developed during Phase II. Installation of the required 1NCD hosting environment for the NCFMIS RE-engineered system, including storage area network, Oracle and Windows installation, configuration and operational management will be required to support verification and User Acceptance testing, prior to Initial Operating Condition (IOC). The Scope of Work is: installation and operational support for the 1NCD hosting environment of the NCFMIS re-engineered system, including storage area network, Oracle and Windows installation, configuration and operational requirements. It includes the installation, configuration and operational management of the NCFMIS Re-engineered System licensed software. The contractor-provided services shall include, but not be limited to: software installation and configuration, interface analysis, systems analysis, project management, resource scheduling and planning, customer liaison coordination and management; and implementation coordination and support. The contractor shall be responsible for executing tasks. The contractor shall provide installation and operations support of infrastructure. The contractor shall analyze the existing NXR4L system infrastructure, and equipment provided as Government Furnished Materials; and shall provide operational support for the new NXR4L system. The work effort is more-or-less two and one-half (2 and ? ) man-years each year for four years. The second through the fourth year will be option years, and will be issued at approximately the same amount as the first year. Any business classified as small business for NAICS code 541511 may submit an offer. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation, and is determined to be best value to the government considering technical, past performance, price, and other factors considered. Award will be made under simplified acquisition procedures outlined in FAR Parts 12 and 13 on a commercial time and materials basis. The point of contact is Naomi Melendez, 202-685-8051.
