Description
The Naval Warfare Center Aircraft Division Lakehurst intends to solicit and negotiate a Firm Fixed Price contract with Tel-Instrument Electronics Corp for the purchase of 3 T 30CM Alt P/n 90 000 049) Test Sets. This Test Set is designed for use in all weather at the organizational level to test for fault detection of the ARN-147 VOR/ILS/MB receiver. Tests are performed on the VHF omnidirectional radio range-localizer, glideslope and marker beacon signals. Either of the VOR tones of 30Hz and be deleted for a flag check, and a standard 1020 Hz modulation tone can be added. A frequency of 108 MHZ (X channel) or 108.50 (Y channel) may be selected as carriers, which combine to allow for interface/rejection tests. ILS signals for glideslope (GS) and Localizer (LOC) are provided for fixed center, full-scale deflection and continuously variable modes. Marker Beacon is provided at a fixed RF level and provides the standard modulation signals of 400 HZ 1300 HZ and 3000 HZ. Equipment must be able to operate in temperatures over a range of -40 to160 F, and operate on a single charge for 8 hours at a fixed temperature of 68F on rechargeable batteries (lifecycle of >250 recharging cycles) The Government intends to procure this equipment under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 60.302-1. Tel Instruments Electronics Inc is considered the only supplier, as they have sufficiently modified an existing product to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice.
