The Brand Name that will be specified in the solicitation is the Smiths Detection Sabre 4000. The purchase description of that product reflects the characteristics and level of quality that will satisfy the needs of the installation security forces. The salient physical, functional or performance characteristics that equal products must meet are as follows: The ability to detect the newer explosives the liquids, acids, and peroxide based (TATP) - this is our largest concern The detectors are already being used by DOD, US Customs, DEA, among others ? already has a proven track record The ability to detect either narcotics or explosives ? we can detect either without changing anything The samples maybe taken by vacuum, swipe, or direct air sampling ? saves from opening packages or vehicle compartments The screen read out gives an indication of exactly how much of a substance is present ? this helps with false positives Works in hot and cold weather environments ? weather is no factor The mechanism can work from a car charger or regular current ? allows for transport to remote locations on the base 8 second turns around from sample to results ? speeds things along Detects the largest array of elements out there ? plus the library is upgradeable Offerors will be required to indicate the salient physical, functional or performance characteristics of the offering so that a technical assessment may be conducted. The NAICS for this acquisition is 423490 and the business size standard is 100 employees. Women owned and small disadvantaged businesses are encouraged to submit offers ? The proposed contract listed here is unrestricted. It is anticipated a firm fixed priced purchase order using Simplified Acquisition procedures will be issued.
