Description

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Information Officer (OCIO), intends to enter into a contract on a basis other than full and open competition. The statutory authority permitting this sole source acquisition is FAR Subpart 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements" per authority 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). ICE intends to purchase services and maintenance/support for Enforcement Alien Removals Module (EARM) from Sytel, Inc, 6430 Rockledge Drive, Suite #400, Bethesda, MD 20817. EARM is replacing the Deportable Alien Control System (DACS), a 22-year old mainframe system that is currently the system-of-record for all case management related to DRO alien removals. This system replacement will provide the advantages of recent technical developments such as biometric identification, electronic forms, operational reports, photographs, and interfaces to other alien-centric data stores. The period of performance for Option Year 1 of the Sytel Task Order # COW-4-D-1050 (into which the Government intends to include this procurement) runs from September 30, 2005 to September 29, 2006. This work effort may continue into subsequent Option Years at the discretion of the Government. This synopsis is for information purposes only. See note No. 22.
