Description
COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Social Security Administration (SSA) anticipates awarding one firm fixed price purchase order as a result of this combined synopsis/solicitation. In addition to the information provided within, see the attached SF18 (17 pages). TOTAL SMALL BUSINESS SET-ASIDE: This procurement is a 100% small business set-aside. The NAICS code is 444190 and the associated small business size standard is $6.5 million. REQUEST FOR QUOTATION: Solicitation number SSA-RFQ-06-1929 is issued as a Request for Quotation (RFQ). SSA-RFQ-06-1929 is for the supply of 150 cartoons of 1 1/2" x 48" x 60" (one and one half inches by forty-eight inches by sixty inches), Open Plan , Celotex Capaul, Series Number 1465, square edge lay in fiberglass ceiling panels with white elite finish, 2ml vinyl surface, washable, impact resistant with foil backing, NCR 1.00, AC210, CAC 25 Class A Fire Rating and 0.85 light reflectance. One carton contains 160 square feet or 8 pieces of tile. The cartons are to be delivered F.o.b. destination to SSA, National Computer Center (NCC) Loading Doc, 6201 Security Blvd., Baltimore, MD 21235-2000 within the hours of 6:00am-2:30pm, within 90 days of contract award. BRAND NAME JUSTIFICATION: The SSA seeks brand name, Capaul ceiling panels to replace water-damaged and worn Capaul ceiling panels in SSA's National Computer Center (NCC). Replacement of water-damaged and worn ceiling panels in the NCC with the identical, recently installed ceiling panels will maintain appearance uniformity. FAR PROVISIONS AND CLAUSES: The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, effective 04 Aug 2006. FAR provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors are requested to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items (tailored), applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition inclusive of additional FAR clauses cited. See the attached RFQ number SSA-RFQ-06-1929 (SF18, pages 2-17) for the applicable provisions and clauses mentioned herein, incorporated by reference or full text. EVALUATION PROCEDURES: Quotations received will be evaluated in accordance with FAR 13.106-2--Evaluation of Quotations or Offers. Award will be made to the lowest priced, responsible offeror that submits a quotation conforming to the specifications provided within the RFQ. Quotations that fail to address a specification or requirement will be deemed ineligible for award. The socio-economic status of the offeror could be decisive if two or more offerors are considered equal. In this situation, the Government may consider the socio-economic status of the offeror in the following descending order of priority: 8(a)HUBZone, 8(a)HUBZone Service Disabled, Small Business.
