Description
NASA/JSC has a requirement for: Part Number 986A0165 Vision XP 16 Channel System (2 each); b.) Part Number 845-058900 Thermocoupler Adapters (32 each); Part Number 845-060400 Keyboard, Mouse, Microphone (2 each); Part Number 869-909302 Soft Carry Case (2 each). NASA/JSC intends to purchase the items from LDS Test and Measurement LLC. LDS Test and Measurement LLC is the manufacture of the 16 Channel Data Acquisition System and Components. The 16 Channel Data Acquisition Systems and Components purchased will interface with three other LDS Test and Measurement vision data systems due to its ability to simultaneously trigger, and by means of a communication cable that is proprietary to these units. These can be triggered off any event detected by any of the data systems allowing for up to 64 channels of voltage acquisitions with simultaneous time stamp and triggering. The LDS systems are designed with the required high isolation impedance per channel to prevent leakage current on high voltage or long duration test. The LDS Test and Measurement 16 Channel Data Acquisition Systems stand alone has the advantage of being calibrated as a whole which prevents NASA/JSC from having to have operator certifications performed prior to each use as in necessary with other high channel count configurable data systems at JSC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 22, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
