- The Library of Congress is posting this solicitation for Information Retrieval Services for the FEDLINK Program. This solicitation is for acquisition of or access to commercial off-the-shelf electronic materials in many publication formats. The services of book jobbers and serials subscription agents (even those who offer electronic journals and CD-ROM titles) are covered under separate LC/FEDLINK solicitations and are not the subject of this solicitation. This solicitation is divided into four Lots: Lot 1 - Electronic Databases/Publications; Lot 2 - Document Delivery Services, Lot 3 - Vendor Associated Publications, and Lot 4 - Customer Specific Offerings. (LOT 3 IS ONLY OPEN TO VENDORS WHO QUALIFY UNDER LOT 1 AND/OR LOT 2; LOT 4 IS ONLY FOR VENDORS THAT QUALIFY UNDER LOT 1 AND/OR LOT 2). Lot 1- Electronic Databases/Publications is the core of this solicitation. Lot 1 covers publishers and vendors who provide access to commercial off-the-shelf electronic materials in many publication formats: information retrieval database services, newsfeeds, current awareness services, portal content management services, electronic serials, electronic books, CD-ROM, and other fixed electronic media. Under Lot 2 vendors shall provide machine-readable or print copies of published and unpublished materials in response to specific citation requests. Materials typically include journal and newspaper articles, conference papers and proceedings, annual reports, technical reports, dissertations and theses, official legal, financial or patent documents. Under Lot 3 vendors and publishers that offer Electronic database/publications under Lot 1 may also provide commercial off-the-shelf print, video, microform or multimedia publications. Under Lot 4 vendors that offer commercial electronic databases/publications or document delivery services under Lots 1 and 2 may also offer individual customers specialized customizable access to those publications and research assistance from subject/technical experts. This solicitation EXCLUDES the following services or products: general or standard computer or telecommunications equipment not essential for content access or retrieval; furniture or supplies; database development or implementation for customers; or personal services such as on-site reference/research staff. Vendors are responsible for ensuring that all amendments are received prior to submittal of proposals. Please check this site periodically for amendments or clarifications to the RFP.
