Description
The General Services Administration, Public Buildings Service (GSA/PBS), Physical Capital Asset Management Division (PGE) on behalf of the Officer of the Chief Architect (PM) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements and FAR Part 13, Simplified Acquisition Procedures to Harvard University Graduate School of Design for Analysis of Pilot GSA Laser Scanning Projects and Development of Best Practice Methodologies. This acquisition is required to support the GSA National 3D-4D BIM Program. One primary area includes the use of 3D laser scanning technology to augment and streamline the management of as-built spatial information. Other secondary benefits include historical documentation and as-built documentation. GSA plans to use the data collected from these projects to draft a common standard and guide for all future GSA scanning projects. To date, 7 laser scanning projects on GSA facilities have been completed or are underway. OCA plans to capture best industry practices, collect lessons learned from ongoing GSA laser projects, and compile them into a GSA BIM Guide for 3D Laser Scanning. The best practice guide will allow GSA associates and their consultants to learn about the applicability and implementation of 3D laser scanning on their projects. Being that Harvard University Graduate School of Design is the only institution with established expertise on 3D laser scanning technology, the GSA/PBS has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the GSA/PBS/OCA requirements described herein may submit a response no later than Wednesday, September 20, 2006, to the POC listed below by 3:30 p.m. est, to be considered. Responses to this posting must submitted in writing via e-mail only. Additionally, any responses to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Federal Government. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
