Description
Notice of intent to award a sole source contract. The General Service Administration Federal Technology Service (GSA/FTS) intends to award a sole source Service-Disabled Veteran-Owned Small Business Concern (SDVOSB) firm fixed price contract for Compliance Guardian (CG) 2007 Suite Software and installation services to N2N Tech Solutions, LLC. CG software mimics the capabilities of the Medical Education and Personnel System (MEPS) which is being phased out of the Army inventory. Features include the ability to: 1) track personnel, education and incident reporting at William Beaumont Army Medical Center (WBAMC) using information currently stored in many WBAMC?s databases and applications; 2) provide the medical treatment facility (MTF) with all personnel demographics, personnel training and readiness, and JCAHO-centric aggregate clinical quality data; 3) run on a Microsoft SQL server for a relational database management system; 4) be the demographic cornerstone of a multiplicity of administrative, clinical, and educational systems interfaced to provide medical treatment facilities (MTFs) with a single, modern, web-enabled client; and; 5) interfaces with existing US Army systems and use sophisticated data replication and distribution techniques to aggregate date at the headquarters level; 6) mimic the capabilities of the MEPS system and provide central MEPS the data needed while allowing WBAMC to keep unique training and reporting capabilities currently under MEPS. CG suites are a SQL based applications and are built around the Microsoft Share Point services that offer Military Treatment Facility (MTF) to meet the Joint Commission on Accreditation of Health Care Organizations (JCAHO) standards for maintaining and reporting mandatory hospital education and readiness training. N2N is believed to be the only source for this software. Any SDVOSB other than N2N, who can provide the above software must indicate their interest and capability no later 22 September 2006, 4:00 (central) to Joe Eason, joe.eason@gsa.gov or Pat Molina, patricia.molina@gsa.gov. Offers or quotations from other than service-disabled veteran-owned business concerns will not be considered and shall be rejected. This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
