Description
NAICS Code: 334513 This is a combined synopsis/Request For Quote (RFQ) for a bulk sample analyzer. This combined synopsis/request for quote for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors shall submit quotes in response to the Environmental Protection Agency (EPA), Region 4's requirement for the following: 1) Bulk Sample Analyzer with the following specifications - (Quantity 1 each) handheld field portable, dual isotopes CD-109 (40mCI/1480 MBq) & Am-241 (14mCi/518 MBq), able to detect and analyze all eight RCRA metals, chargeable battery pack, battery charger, AC power supply, carrying case, shielded belt holster, applicable software for functional purposes, PC connection cable, element scanner, integrated touch screen with virtual keyboard capabilities, alphanumeric barcodes, barcode scanner and bar code generator for sample ID input, password protection, remote control operation via PC, multi-element reference, on-site (Atlanta, GA) operator training; 2) Portable Test Stand with the following specifications - (Quantity 1 each) allows for hands-free measurement of small samples, stand shield protector, detachable legs, carrying case for stand; 3) Addition of Bluetooth Wireless technology with the following specifications - (Quantity 1 each) integrated wireless communication capability into instrument, capable of communicating with a Bluetooth-equipped computer up to 100 meters away, USB antenna for PC; 4) Backscatter Shield with the following specifications - (Quantity 1 each) clip on capability and flexible. All items must be delivered within 30 days after the contract award date. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations & Certifications- Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract Terms & Conditions- Commercial Items; FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.219-9, FAR 52.222-35 Equal Opportunity; FAR 52.222-41, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.222-42. The Government intends to award on the basis of "all-or-none". In addition, award will be based on best value in which cost and the offeror's ability to supply goods that meet the above requirements are equal.
