Description
Department of the Treasury, FMS, has a requirement for a Unisys Check scanner system (Model 21300), as shown in the below configuration description. This is a brand-name only requirement, as only this Unisys equipment/model meets the requirements for compatability and interface with other similar Unisys equipment currently in use. Hardware: 21300 PROC:SITDOWN CONSOLE, ACC:PCI-TCP PCBA, STACKER:STD 12 POCKETS (PKTS 1-12), FEEDER:NO SECONDARY MERGE, FEEDER, ENDORSER:DUAL MJE, LS ENCODER:E13B MICR, FEEDER:STD CAPACITY HOPPER, WRKST:COMBINED UPSTREAM TRACK & ICS, ACC:UPSTREAM FRONT CCITT COMPRESSION, SYS:UPSTREAM NO REAR CAMERA, READER:MICR + DUAL LINE OCR, ACC:TOUCH PANEL 17 DISPLAY, SYS:UPSTREAM FRONT IMAGE LIFT. Software: O/S:SW COMMON API SSW, DOC SW:WINDOWS XP SW FOR TRACK PC, DOC SW:MEDIUM SPEED VIDEO HELP/TRG. Services: PS: NDP TRANSITION, PS: ADD CHECK DIGIT ROUTINES, PS: UPGRADE APPLICATION SOFTWARE AND TESTING. Operations training for 4 operators, as well as manuals, is to be included. Contractor must provide a checklist of periodic maintenance, as well as a manufacturer-recommended preventative maintenance schedule. One year maintenance/warranty (as defined by the manufacuter), is to be included as part of the proposed price. Periodic maintenance/service calls are also to be included. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is being issued as an RFQ. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. Service-Disabled, Veteran Owned Small Business (SDVOSB), or HUBZone entities are being sought for participation in this solicitation, however the requirement is not set-aside solely for these groups. The following FAR Clause(s) apply to this acquisition, and are incorporated by reference: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. L. 108-77, 108-78) (b) The Contractor shall comply with the FAR clauses in this paragraph (b) that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (c) The Contractor shall comply with the FAR clauses in this paragraph (c), applicable to commercial services, that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (none apply) (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records?Negotiation. (not applicable) (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause? (i) 52.219-8, Utilization of Small Business Concerns (May 2004) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $500,000 ($1,000,000 for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
