- Notice of intent to award a sole source contract to Unique Communications Inc. to provide a Cable Assignment Information Retrieval System (CAIRS) software program with associated support equipment, training and installation for Base Communications Office Fort Worth TX and Pensacola FL. This Notice of Intent is not a request for Expressions of Interest (EOI) proposals or quotations. This purchase will be procured under Simplified Acquisition Procedures and authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1: Only One Responsible Source and no other supplies or services will satisfy agency requirements, because the contractor has propriety rights to the software program.
