- he Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 5500 has been tasked to install data acquisition systems (DAS) onboard vessels where ship motion measurement programs are underway. The DAS systems to be installed are to be identical other DAS systems currently in use by the US Navy, the Royal Australian Navy, and the United Kingdom. An integral part of the DAS is the TSK SHIPB ORN WAVE HEIGHT METER, used to measure seaway wave height and period. NSWCCD intends to negotiate a non-competitive procurement with TSKA, Northbend, Washington for the purchase of two (2)TSK SHIPB ORN WAVE HEIGHT METERS under the authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplier of services will satisfy agency requirements. The TSKA unit is required to allow engineers performing data analysis direct comparison of other sea trial testing.TSKA is the original equipment manufacturer(OEM). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward capabilities statements to the point of contact no later than 9/30/06.
