Description
On behalf of the Joint Chiefs of Staff, J7 Joint Education and Doctrine Division and in accordance with FAR 6.3 the Contracting Center of Excellence (CCE) proposes to procure services for the period of 27 September 2006 through 26 September 2007 for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. It is the Government's intent to negotiate on a sole source basis with Cornerstone Industry Inc, 4501 Ford Avenue, Alexandria, VA 22302 for addit ional on-site support to the doctrine development management process and accelerated development of a follow-on version to the Joint Force Employment wargame. Specific work to be performed for the first task is the fielding and response to requests for mail-outs of publications, CD-ROMs and provide navigation support for the Joint Electronic Library (JEL) and Joint Doctrine and Education Electronic Information S ystem (JDEIS) web portals, and the management and tracking of all branch-related activities by maintaining an existing IT-based internal management tracking system for joint doctrine-related tasks. The second task involves the accelerated deployment of t he existing Joint Force Employment (JFE) application and the development of an exportable working prototype known as JFE II to be used by joint force education centers, operational commanders and their staffs. The contractor shall recommend and implement Government approved technical changes and requirements which improve game modularity and flexibility, visual quality, versatility, and functionality. Moreover, the contractor shall provide functional training support to Joint Task Force (JTF) members, or t hose who have been assigned to a specific JTF, to teach application of joint doctrine principles and operational approaches to warfighting before the actual event. Support is currently provided under contract W74V8H-06-P-0102. Interested persons may i dentify their interest and capability to respond to the requirement or submit proposals no later than 5 days from the date of this announcement. This notice of intent is not a request for competitive proposals. A determination by the Government not to co mpete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties must respond by 5:00 PM 20 September 2006.
