- Narional Defense University Contracting Ofice intends to award Purchase order to Sentia Group,2815 N St., NW Washington DC 20007-3340 on sole source basis for Senturion software and consulting services. The Senturion? analytic software provides a forecasting and strategic planning capability. Senturion? is a game theoretic, agent based modeling and simulation software methodology that allows analysts to anticipate the outcome of complex human behaviors an d simulate, with a high degree of reliability, the behavior of closed regimes and cross-national networks. These simulations can be used to examine the performance of the subject stakeholders under various scenarios, create additional understanding of the processes at work, forecast decision outcomes, predict behavior of group members under varying conditions, and test the consequences of informational activities on subject populations. Senturion? is a commercial-of-the-shelf (COTS) capability developed and wholly-owned by Sentia Group, Inc. that is available to be purchased by end users only and that is not available to be copied or transferred to other users. The Senturion? software off ers a unique capability that combines: a. Structured interviews of a group of subject matter experts (SMEs) on the particular topics of study to build Senturion?-specific datasets on relevant stakeholders; b. Predictive, agent based modeling technology that provides a detailed forecast of stakeholder behavior in complex political-military problems; and c. Prescriptive messaging, policy, and tactical advice on how to shape the political-military landscape in complex problems. Senturions? agent based stakeholder approach profiles every stakeholder in relation to the entire matrix of other stakeholders (in pair wise detail). These stakeholder profiles identify the intuition behind each stakeholders political calculus by breakin g down the political process into sub-elements that can be modeled. Each element models a particular part of the political process; by combining the elements sequentially, the approach anticipates how all stakeholders will interact to arrive at a particul ar decision or political outcome.
