Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA4427-06-Q-0011; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 and Defense DCN 20060814. This acquisition will be a 100% small business set-aside; the North American Industry Classification System (NAICS) code is 339920. The business size standard is 500 employees. The Federal Supply Class (FSC) is 7830. The Standard Industrial Classification (SIC) is 3949. This request for quotation consists of the following Cybex International, Inc. items: Item 0001: 7 each, Total Body Arc Trainer, Part # 610A. Include any applicable shipping charges for inside delivery in your quote. New units only; no refurbished units. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The delivery location is Bldg 434, 550 Travis Ave; Travis AFB, California. The required delivery date is 30 days after award. If you are unable to meet the required delivery date, specify the delivery time for consideration. Upon award the contractor will be required to coordinate delivery with the customer. JUSTIFICATION AND APPROVAL BRAND NAME $2500 TO $100,000 PART I: JUSTIFICATION 1. Requiring Activity: 60th Services Squadron- Fitness Center (1.) Description of Acquisition /Requirement: The Cybex Total Body ?Arc Trainer is a cardiovascular/cross trainer exercise machine that we do not offer at the Fitness Center. (2.) Statutory Authority: 10 USC 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible brand and no other supplies or services will satisfy the agency requirement. The Fitness Center does not currently have Cybex cardio cross trainers installed in the facility. (3.) Justification or Authority for action: The Cybex Arc Trainer machine is compatible to our twenty five existing strength and cardio Cybex line of equipment. There is an increasing number of active duty military personnel failing their Air Force PT test and are in need of a piece of cardio equipment that will effectively monitor heart ranges. The Arc trainer has a built in heart rate receiver and contact heart rate so they can easily monitor their maximum heart range. Active duty must record the length of time in their heart rage on their AF form 1975. This feature is crucial for those in the mandatory wing Fit Camp. Additional equipment is needed to fulfill the increasing demand for cardio machines during Fit Camp sessions. The Arc trainer features a gliding motion with very little hip and knee movement, to a high stepping range of motion with no impact. This non impact feature causes less stress on joints and less impact. This feature is unique to the Arc trainer and is essential for the active duty personnel who are on medical profiles but must participate in mandatory physical training. This machine allows them to exercise in their heart rate zone but at a safe range of motion and with no impact to their joints. (4.) Market Survey/Other Facts/Reason for Approval: It is our hope that by offering this equipment it will help individuals improve their level of fitness and receive a passing score on the Air Force Fitness Test. Additionally, this is the only brand of cross trainer that offers a gentle gliding motion and low workload for beginners to higher inclines for the most physically fit individual. It uniquely has a broad range of resistance from zero to 900 watts of resistance available in one hundred different intensity levels. Offering a piece of equipment with such versatility will be sure to increase the fitness levels of all military personnel to be Fit to Fight. This is crucial in preparing our troops to be physically fit to fight the world on terror and be physical prepared to deployable at a moments notice. (5.) Sources: No additional sources, this is a one time acquisition. (6.) Steps to Improve Competition: No action will be taken to seek additional contractors because Cybex is the only brand that will meet the requirement of the fitness program. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors - Commercial. FAR 52.212-2 Evaluation - Commercial Items; paragraph (a) to this provision is completed as follows: price only. FAR 52.212-3 Offeror Representation and Certification-Commercial Items; an offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. A completed copy of this provision, as indicated, shall be submitted with the offer; quotes without this provision will not be considered for an award.
