Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation no. is VA-541-06-RP- 0127 and is issued as a Request for Proposal. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The Louis Stokes Cleveland VA Medical Center, Cleveland, Ohio, plans to award a fixed-price indefinite delivery/definite quantity contract for expertise in acquisition of Electroencephalographic Data, Data Reduction, and Analysis, to include supervision and acquisition of EEG data, data reduction and analysis, and manuscript preparation and submission. This work is required to support a funded research study designed to restore volitional movement of the upper limb for patients who have had a stroke. This research entails three different treatment protocols to separate groups of stroke survivors and obtaining fMRI, EEG, robotics motor control, clinical impairment and functional measures before and after treatment. Specific tasks include the following: (1) Assist in developing the data acquisition process to obtain reliable and valid measures of cognitive function using EEG data acquisition.; (2) Maintain orderly and useful databases of EEG data for stroke survivors and control subjects; (3) Reduce and analyze pre-treatment EEG and post-treatment EEG data for at least two motor tasks, for at least 24 stroke survivors and 10 control subjects. For EEG, each subject - (a) Identify credible trials and calculate MRCP for at least two tasks; (b) Calculate cognitive planning time and MRCP amplitude; (c) Perfor4m frequency power analysis for given subject; (d) Perform coherence calculations for subjects; (e) Produce data on 34 subjects (24 stroke pre-post-treatment and 10 controls, two sessions); (f) Calculate group comparisons, produce one conference abstract, and at least one manuscript written and submitted; (g) Produce one manuscript on circle drawing task, EEG, and smoothness of movement. (4) Supervise the work above and produce analyses and interpretations that are of the highest caliber: (a) Monthly joint staff meetings with Contracting Officer's Technical Representative (COTR) and team; (b) Monthly leadership meetings with COTR; (c) Assist in developing protocol; (d) Interpret EEG data and edit written report prepared in items above; (e) Review and correct two manuscripts (one EEG, and one from COTR/team; (f) Write one additional manuscript. Place of performance shall be the Cleveland VA Medical Center, Stroke Motor Control/Motor Learning Laboratory, 10701 East Boulevard, Cleveland, Ohio 44106. Period of performance shall have a base year plus 3 option periods, from October 1, 2006 through March 31, 2010 (if all the options are exercised by the Government). Deliverables will be required as follows: (1) Quarterly updates on data spreadsheets; (2) Quarterly EEG data analyses of subjects to date, written description of results, to date; (3) EEG data checking and approval with 48 hours of data acquisition, and notice provided of the integrity of the data or need for re-acquisition of data; (4) One submitted manuscript based on EEG measures; (5) One submitted manuscript, TBA; (6) Detailed reviews and subbestions for two additional manuscripts from the study results; and (7) Presence of the EEg report and the CCF lab leader for at least a monthly staff meeting. Contractor employee will be required to undergo a security clearance investigation. The Contractor shall work on-site using the equipment and facilities of the Cleveland VA Medical Center and Stroke Motor Control/Motor Learning Laboratory. Line items shall include the following: CLIN 0001 One (1) EA JOB. Invoices shall be sent to FMS, P.O. Box 149971, Austin, Texas 78714. The Government shall award a fixed-price contract to the responsible offeror whose offer conforms to the solicitation and reflects the best value to the Government, price and other factors considered. The following evaluation factors in descending order of importance shall be used to evaluate offers: (1) Technical; (2) Past Performance; and (3) Price. Award will be based upon Best Value criteria, with a combination of technical and past performance being greater than price. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this order, including the following clauses: 52.203-6, 52.219-4, 52.219-8, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-41, 52.222-42 (equivalent to positions: Biomedical Engineer, GS- 9 (100%) and Biomedical Engineer, GS-11 (15%)), 52.222-43, 52.232-34, and 52.239-1.
