- The Federal Aviation Administration (FAA), Air Traffic Organization, Navigational Services, is conducting a Market Survey / Request for Information to determine the possibility of a 8(a) set-aside. This announcement is NOT a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. Further, the FAA is NOT seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any responses received from industry in response to this Market Survey / Request for Information. Therefore, any costs associated with the Market Survey / Request for Information submissions will be solely at the interested party's expense. Failure to respond to this market survey will not result in exclusion from any future competition. Attachment A to this announcement is general requirements and task the FAA is requiring. Attachment B is the business declaration form that must be submitted to the FAA. The FAA is requiring that the Designated Engineering Representative (DER) be certified is the areas covered in U.S. Department of Transportation, Federal Aviation Administration, "Designated Engineering Representative (DER) Handbook 8110.37D,Appendix 2, Figure 4. Chart C2. Delegated Functions 3 "Software" Authorized Areas "A" through "H". Interested vendors are requested to provide full and complete responses to the submittal requirements. Special emphasis is being placed on vendors with experience in navigational systems. Excessively elaborate responses containing marketing materials are not desired and may be discarded without review. Submittal requirements: respondents are requested to provide certifications and resumes supporting the DER designation, as well as any corporate past performances in support of work performed as a DER for Chart C2, Delegated Function 3, Areas "A" through "H". Respondents to the Market Survey / Request for Information at the option of the government. At this time, the nature of this competition has not been determined. In accordance with paragraph 3.2.1.2.1 of the FAA's Acquisition Management System (AMS), this market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition would exist if this acquisition were set aside for eligible small business of for eligible socially and economically disadvantaged businesses under the Small Business Administration's 8(a) Program. The North American Industry Classification System (NAICS) code for this acquisition is projected to be 541618 with a size standard of $6.5 million. Interested firms are asked to submit the attached Business Declaration form (attachment B) and a copy of the 8 (a) certification (if applicable). Failure of a sufficient number of adequately qualified 8 (a) firms and small businesses to respond to this survey may result in a competitive procurement open to all businesses. Any information provided under this request for information is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used. Because of the urgency of this requirement, responses must be received no later than 1:30 PM local time 21 September 2006.
