Description
Architectural/Engineering services are needed for the design of a small building to be used as a safe haven at the Naval Medical Research Center Detachment, Lima, Peru. The estimated construction cost of the project is between $200,000 and $400,000. The goal of this project is to provide the Architectural and Engineering (A&E) Design of a 3-level building in between the Main and the Annex Buildings. This new building must contain the new spaces necessary to locate a Safe Haven area (multipurpose room), the new storage room and a couple of Bio-Safety Level 3 (BSL-3) laboratories, the necessary bathrooms, stairwells and corridors as well as two elevators, one for persons and one for freight. The following optional items may be required: 1) Stairs re-design to meet U.S. standards; 2) Warehouse second floor design, removing the current ceiling and constructing a storage area on the second floor. The Design Projects must observe the U.S. Construction Standards and the U.S. Navy and OSHA regulations, as well as local Peruvian building codes. After the most technically qualified firm is selected, a solicitation will be issued to that firm only, specifying that the Contractor for this Design Project shall: 1. Provide the structural, electrical, plumbing and HVAC design as well as including the Mechanical equipment required and the AutoCAD drawings, and timeline using Microsoft Project. 2. Design the new building to be visually compatible with the existing facility. 3. Provide the soil analysis and the studies and charts used to determine the capacity of the land to support the new structure, required equipment, and occupants according to the purpose of its use. 4. Provide the description of materials and devices made by specific manufacturers. 5. Provide all the necessary elements in order to have a Project Design ready to be constructed and start operating without any additional requirements. This includes, but is not limited to, furniture, false ceiling, carpets, and security devices. 6. Design an elevator for persons and a freight elevator that will provide service to the basement, first floor and the second floor. 7. Design a corridor-bridge that will link the second floors of Main building and Annex building. 8. Design a fire sprinkler and fire alarm system for the three levels of this construction. Include a fire door system at both ends of the corridor-bridge. The expected time to complete this Design Project is 120 calendar days after award. We will select an Architectural/Engineering firm based on technical qualifications. Firms wishing to be considered for this project should submit a Standard Form 330. We will evaluate firms using the procedures in FAR 13.302 and 36.602-5 based on the following criteria: 1. Relevant, professional qualifications of the firm for the type of work required; 2. Specialized experience and technical competence in the type of work required; 3. Demonstrated success on similar projects in terms of quality of work and compliance with schedules; 4. Capacity to accomplish work; 5. Knowledge of U.S. and Peruvian building codes; 6. Knowledge of locality of project; and, 7. Licensing in Lima, Peru for work of this nature. Please submit a completed Standard Form 330 in hard copy to NMRCD Lima, Peru, Centro Medico Naval Cirujano Mayor Santiago Tavara, Avenida Venezuela cuadra 36 s/n, Bellavista, Callao 02, Peru, Attention: Roberto Cosio, by September 22, 2006 at 4:00pm local time in Lima, Peru. Resumes of key individuals may be attached to this form. The selected firm must have a DUNS number from Dun & Bradstreet (www.dnb.com) and be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) to be eligible for award of any resulting purchase order.
