Description
The Office of the Federal Detention Trustee (OFDT) is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this request for information is to gain knowledge of potential qualified sources from private industry that can provide secure detention services in the Las Vegas, Nevada area. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in the Federal Business Opportunities (Fedbizopps). All interested offerors will be required to respond to the solicitation announcement in addition to responding to this synopsis. It is the potential offerors responsibility to monitor this site for the release of any solicitation or synopsis. OFDT anticipates a requirement for an estimated population of 300 United States Marshals Service (USMS) prisoners, 250 U.S. Immigration and Customs Enforcement (ICE) detainees, and 300 local City of Las Vegas misdemeanor offenders (please note these will be high turnover offenders). Provisions of a contract may include, but are not limited to: a requirement that offerors comply with the National Environmental Policy Act (NEPA) of 1969 and other applicable environmental regulations; facility located within a 65 mile geographic radius of the Federal Courthouse in Las Vegas, Nevada; a requirement that offerors have a minimum of three (3) years continuous corporate experience operating secure detention facilities; a maximum of 365 days from contract award to accept prisoners and/or detainees; a fixed price contract; a performance-based statement of work based generally on American Correctional Association and Federal standards; a management emphasis on quality control; daily transportation of prisoners and detainees. Consideration may be given for new construction, expansion, or use of an existing facility. Interested parties to the above requirement should submit a capability statement to include the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). All responses shall be submitted to Lori A. Ray no later than September 25, 2006.
