Description

This is a Notice of Intent to award a Sole Source contract to K. STEPHENSON, LLC , East 22nd Street, New York, NY, a small business, to conduct a social network analysis of selected Sectors to understand and improve communication within and between Commands and their strategic stakeholders and partners. The statutory authority permitting other than full and open competition is FAR 6.302-1(a)(2): only one responsible source and no other supplies or service will satisfy agency requirements. K.Stephenson, LLC intends to use proprietary software to create the model of Sector communications. This software is a critical tool for mapping the communication between individual Sectors and it can not be replicated in ?standard office software suites. And, the contractor brings particular skills that is only available from a limited number of responsible sources.. This notice is NOT a Request for Proposal (RFP). NO solicitation documents available.
