- Notice of intent to award sole source procurement. The Government intends to issue a sole source contract by other than Full and Open Competition in accordance with FAR Subpart 6.302-1 to provide the Department of Homeland Security, Office of Counternarcotics Enforcement, with the development of a strategic plan and associated performance measurement system for transit zone interdiction activity, to a small business, Simeone Associates, Incorporated; 220 Lancaster Street; Albany NY, 12210-1132. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Simeone Associates, Incorporated is the only responsible source and no other supplies or services will satisfy agency requirements. This procurement must be completed in a timely manner to meet mission requirements.
