Description: It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), to procure professional services on a sole source basis under the authority of FAR 6.302 from Twilight Training LLC. The purpose of this procurement is to develop an enhancement to a desktop application to be used by the Office of Extramural Research (OER) to analyze a pool of PI?s on grants funded by NIH. Twilight Training LLC developed the prototype for this study so they are the only vendor that can undertake this enhancement. The period of performance shall be for 12 months from 9/28/06 through 9/29/07. This is not a Request for Quotations (RFQ), nor is an RFQ available.
