Description
This is a Notice of Intent not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This NOI is a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. The National Institute of Stroke via the National Institute of Drug Abuse intends to negotiate on a sole-source basis to a Physician that will provide on-call Services. The contractor/physician must have past performance working in the NIH Stroke Branch who is familiar with the research protocols and standard care pathway of the NIH Stroke Program. The qualification must be a Board Certified Neurologist who did at least two years of specialty training in acute stroke care with the NIH Stroke Program and additional Board Certification in Vascular Neurology. The contractor/physician shall evaluate acute stroke patients who present to the NIH Stroke Programs at Washington Hospital Center and Suburban Hospital. The contractor/physician shall provide these services for the period of performance 10 Months. The contractor/physician shall provide on-call services up to six instances per month for period of either Monday-Friday 5pm-8am or Saturday or Sunday 8am-8am. The contractor/physician shall average 75-100 hours per month. The contractor/physician shall invoice for services on monthly basis. Duties: The contractor/physician will have access to patient to determine if they have had a stroke. If the patient had a stroke the contractor/ physician will treat the patient according to the standard stroke pathway established at these two NIH Stroke Centers which may include enrolling the patient in one of the research protocols of the NIH Stroke Team. The physician shall support the communities of Metro DC area by providing the services of a highly trained stroke neurologist who can assist with the care of acute stroke patients who present to the emergency rooms of Suburban Hospital or Washington Hospital Center. The contractor/physician must have credentialed at both hospital and have full medical privileges to see patients at these locations. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
