Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI), Office of Acquisitions (OA), intend to negotiate and award a purchase order on a noncompetitive sole source basis to Azienda Ospedaliera Ospedale, Gerardo DI Monza, Via Solferino 16- 20052 Monza MI, Italy, to provide research support services for a clinical trial with the Intensive Care San Gerado Di Monza, University of Bicocca , Monaz, Italy. The sole source determination is based on the National Heart, Lung, and Blood Institute (NHLBI) Division of Intramural Research (DIR) Pulmonary Critical Care Medicine Branch?s (PCCMB), collaboration in a clinical trial with the Azienda Ospedaliera San Gerardo di Monza Hospital. The Azienda Ospedaliera Sand Gerado di Monza Hospital has the specialized experience in the efficacy of the Silver-Suladiazine tracheal tubes/mucus shaver, and because of their expertise the government has performed preliminary trials with them on previous phases I and II clinical study included the testing of two novel medical devices, ETT coated bacterial agents and a cleaning device. The Government is now proposing the final phases of this clinical study to evaluate the use of the ETT and the mucus shaver in patients intubated and anticipated to required prolonged ventilation, in the Intensive Care Unit with Azienda Ospedaliera San Gerardo di Monza Hospital. Azienda Ospedaliera San Gerardo di Monza Hospital is the only known source that is currently able to assist the NIH, NHLBI, Division of Intramural Research, Pulmonary Critical Care Medicine Branch in this area of research. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to award within ten (10) days from the publication date of this synopsis. The expected period of performance is one (1) year from receipt of purchase order. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 541990 with a size standard of $6.5 M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
