No: QEW60024 Solicitation Number: NHLBI-PB-AR-2006-346/BNJ Solicitation Type: Noncompetitive Suggested Source: Science Scribe Title: Professional, Administrative, and Management Support Services THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Office of Acquisitions (OA) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intend to negotiate and award a purchase order on a noncompetitive sole source basis to Science Scribe, 155 Lafayette Ave, Hawthorne, NJ 07506, to provide administrative support to NIAMS. Specifically, the Contractor shall provide scientific and medical writing and evaluation services to evaluate Genetic Studies of Bone Mass and Fracture Risk in Humans for an on-going research projects. Sole Source determination: Science Scribe is uniquely qualified for this requirement because of their specialized expertise that is required in both statistical genetics, and epidemiology, which is needed to thoroughly investigate factors influencing bone mass and fracture risk in humans. Science Scribe has the professional training and experience in the biomedical science, and has a stellar record of research accomplishments in the field. They have in-depth experience as Principal Investigators and are well acquainted with NIH research grant applications, progress reports, and publications that will enable Science Scribe to extract the necessary data from these resources, to investigate the appropriate high risk factors in humans. In addition, their distinct knowledge is warranted as a result of their ability to identify and reveal data deficiencies and respond accordingly. They have the knowledge and technology to conduct thorough research, and they are well respected in the Scientific Community. The sole source determination is based upon the knowledge, skills and expertise possessed by Science Scribe. An award to any other source would affect the institute?s ability to provide the Administrative and Management Support Services required, and would not provide any cost savings to the Government. Duties Include: 1) Extract data from grant applications, progress reports and publications. 2) Identify data deficiencies and contact relevant investigators. 3) Construct an inventory of clinical and data resources in Excel spreadsheet or comparable format. 4) Develop estimates of statistical power for existing resources to determine whether they are suitable for genome-wide association studies. 5) Identify possible combinations of existing resources based on information included in the inventory. 6) Estimate the gains in analytical power form combining compatible existing resources. 7) Prepare comprehensive report encompassing tasks 3 trough 6. 8) Travel on at least four occasions to Bethesda, MD to provide interim reports on progress of assigned tasks. Selection Criteria: Responses to the synopsis will be evaluated on their 1) understanding of the technical requirements, and adequacy of their proposed approach; Experts in this field must have in depth knowledge of the NIAMS?s Genetic Studies of Bone Mass and Fracture Risk in Humans 2) Experience and expertise of the company or individual as outlined in proposal or resume, evidence of a positive attitude towards projects, and enthusiastic approach to work assignment, evidence that the company or individual uses scientific knowledge and administrative skills to make sound decisions independently, experience in providing oral presentations and written reports 3) Familiarity with the conduct of NIH-funded research projects 4) Communication skills 5) Independence. The vendor shall independently, and not as an agent of the Government, furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the tasks set forth. The task leader or Alternate Task Leader shall monitor all work under the contract, and shall be the primary contact for the contractor. The contractor shall design and conduct a needs assessment evaluation using methodology agreed to by the Task Leader. The contractor shall use all necessary methods to ensure that evaluation questions are answered. The contractor shall submit, as part of the proposal, a preliminary implementation plan for the evaluation based on the information provided. Period of Performance: The proposed period of performance for this service is September 2006 through March 2007 (400 hours). This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541690. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; firm fixed priced documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification; and a proposed plan. The submission is due 10 days after the posting, 08:00 am. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
