- The Food and Drug Administration (FDA), as a component of the Department of Health and Human Services (DHHS), announces the initiation of an A-76 study of its Office of Information Technology - Shared Services (OITSS) function. The function primarily operates, maintains and modifies the hardware and software which comprise the regulatory network within the FDA. This network provides the standard operating systems and administrative application programs to all FDA employees and contractors ? approximately 12,000 people. The network encompasses users in approximately 280 buildings within approximately 189 different cities in the United States and Puerto Rico. The preponderance of the positions performing the work are located in the Metropolitan District of Columbia area. The study will be conducted using Standard Competition procedures. The following activities are included in the scope of work for the Office of Information Technology Shared Services study: 1. Help Desk Services 2. On-Site Desktop Management 3. Server Management 4. Network Management Services 5. E-Mail Administration Services 6. Personal Digital Assistant Services 7. Telecommunications Services 8. Remote Access Services 9. Information Technology Security Services 10. Information Technology Training Services 11. Information Technology Asset Management Services 12. Information Technology Project Management Services The Incumbent Service Providers are both FDA Federal employees (approximately 200 full time equivalents) and multiple support contracts. The Competitive Sourcing Officer for this study in Mr. Joe Ellis, DHHS. The Contracting Officer is Ms. Lisa O?Neill, FDA. The Agency Tender Official is Ms. Joyce Siwarski, FDA The projected end date of the competition is March 14, 2008. The FDA seeks a statement of interest from commercial and governmental entities in being a potential party to such a competition. The FDA would also like to know from commercial and governmental entities if there is any aspect of the activities listed that, in your opinion, makes this an inappropriate structure for grouping these information technology services.
