- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00146-06-T-3366 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and Defense Acquisition Circular 98-78. This procurement is a 100% small business set-aside under the North American Industry Classification System code 423860, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, (Brand Name- No substitutions) for the following items: Item 0001, 6 each Volvo Penta D9-425I Inboard Engine. D9-425 I Bobtail (R-3) engine, Part Number 868989. Must have the following: Inline 6 cylinder, 4 stoke that meets EPA tier II emissions requirements; Dry Weight must not exceed 2400 lbs; Must produce 425 crank shaft horsepower at 2200 RPM; Must not exceed the following measurements: 34 inch width, 38.76 inch height, 51.59 bobtail (length). MFG: Volvo-Penta. The following accessories are required: Item 0002, 4 each EVC Main Station Kit Twin, MFG: Volvo-Penta, Part Number 3883362. Item 0003, 6 each PCU-HCU Cable Kit 13m, MFG: Volvo-Penta, Part Number 888013. Item 0004, 4 each EVC Remote Control, MFG: Volvo-Penta, Part Number 3819900. Item 0005, 6 each Flexible Mounting, MFG: Volvo-Penta, Part Number 3842007. Item 0006, 6 each 6 Inch Exhaust Elbow, MFG: Volvo-Penta, Part Number 134222501. Item 0007, 6 each LCD Display, MFG: Volvo-Penta, Part Number 3884818. Item 0008, 6 each Alarm Instrument, MFG: Volvo-Penta, Part Number 874915. Item 0009, 6 each Bezel, MFG: Volvo-Penta, Part Number 874709. Item 0010, 6 each ZF305A@2.0:1 Transmission. Must have the following specifications: Must be 2.1:1 reduction ratio. Must be electronic shift capable. Must be 7 degree down angle drive. Must be 24 volt electronics capable. MFG: ZF Industries, Part Number ZF305A@2.0:1. Item 0011, 6 each Marine Gear Connection Kit, MFG: Twin Disc, Part Number 358975. Item 0012, 6 each Twin Disc 24V Shift Solenoid, MFG: Twin Disc, Part Number 134224402. Item 0013, 4 each Prop Shaft Flange, MFG: Twin Disc, Part Number 3828558. Quotes must contain unit prices, extended prices, delivery date, terms of payment, company name, address, name of individual quoting, phone and fax numbers. The delivery requirements are FOB destination to Receiving Office, Attn: Dale Quidley, Navy Boat Docks, End of Roosevelt Blvd., Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within sixty (60) days of award. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAR 2005), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2006), applies with the following clauses applicable for paragraphs (a) and (b); FAR 52.203-3 Gratuities (APR 1984) (5) 252.225-7012 Preferences for Certain Domestic Commodities (JUN 2004). (17) 252.232-7003 Electronic Submission of Payment Requests (MAY 2006). (20)(i) 252.247-7023, Transportation of Supplies by Sea (MAY 2002). This requirement will be awarded using the procedures at FAR 13.5. Award shall be made to the lowest priced responsible offeror, whose offer conforms to the solicitation, and who demonstrates acceptable past performance. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9. All quotes must be received no later than 3:00 p.m., local time, September 20, 2006.
