Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-06-Q-0012. Provide 12 prefabricated 80'x80'x18' (eave height), aircraft covers to be connected in two rows of six bays, with an option of up to 3 additional bays to be placed in a third row if ordered by the government within 90 days after receipt of orders. Price should be per shelter. The ends of each row shall have a drop down from the top of the shelter at least 5' but no more then 8'. The roof shall be a minimum of 26 gauge galvanized steel. Must be able to withstand winds between 90-110 MPH and snow of 20-30 lbs per square foot. Lightning protected and grounded Anchoring shall be done to existing airfield concrete pavement. Each bay shall have lighting that is controllable and independent of the other bays and have a minimum lighting capability of 20 foot candles. Lighting shall be capable of being run off of a portable generator. Paint shall be Federal Spec # 20059, dark brown, or as close as possible. Obstruction light on the top of each shelter to be self sufficient Delivery and installation no later than 90 days after date of order for the initial six and 180 days after date of order for the remaining quantity. The following submittals shall be provided with your proposal: Foundation details Anchoring details, the apron where the shelters will be installed on consists of 13" unreinforced PCC concrete (750 Flex) over 7" base, with sections doweled together. Drawings sealed by an engineer to be provided by the contractor after contract award. Color Chips for the steel and roof Lightning protection and grounding plan Warranty information to include a minimum of 20 yrs on structural steel, 20 years on paint, and 15 years on roof leaks. If similar paint is used a sample of the color. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The following FAR Clauses and Provisions apply to this acquisition: Provision 52.212-1, Instructions to Offerors-Commercial Items; Provision 52.212-3, Offeror Representations and Certifications- Commercial Items; Clause 52.212-4, Contracts Terms and Conditions- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items the following subparagraphs apply: (a), (b)(3), (b)(5), (b)(6-11), (c)(1-2), and e; AFFAR Cluase 5352.201-9101, Ombudsman (Aug 2005); DFARS Provision 252.204-7004, Required Central Contractor Registration (Mar 1998); DFARS Clause 252.232-7009, Payment by Electronic Funds Transfer (CCR)(Jun 1998). Registration is required in the CCR database in order to receive a Government contract. DFARS Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Offerors shall include a completed copy of FAR provision 52.212-3 and DFARS Provision 252.212-7000 with their quote. The applicable North American Industry Classification System (NAICS) Code is 332311. The Small Business Size Standard is 500 employees. Award will be based on the lowest price technically acceptable offer received from a responsible offeror. Paper copies of the Request for Quotation will not be made available. NOTE: Quotations must be received by 19 September 2006, 1:00 PM CST, late quotations will not be considered for award. Prospective offeror must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) in order to be eligible for award.
