- The FISC Norfolk Contracting Department Groton Office intends to award a sole source purchase order to ESS Group for the illicit discharge tracing of dry weather flows from 38 of the 141 storm water outfalls located at Naval Station Newport. Services to commence prior to September 30th. Naval Station Newport received a permit to cover its storm water discharges under the Rhode Island Pollution Discharge Elimination System (RIPDES) General Permit. Outfall sampling is necessary to ensure that the Naval station is in compliance with the RIPDES General Permit and to avoid violation of the Rhode Island General Laws and any penalties issued as a result of non-compliance. This purchase will be done under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is SEPTEMBER 14 2006. This notice is not a request for offers. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
