Description
This notice is not a request for competitive quotations. This is a NOTICE OF INTENT TO AWARD A CONTRACT BASED ON A MANUFACTURER SPECIFIC PRODUCT using the simplified acquisition procedures of FAR Part 13. The US Armys Intelligence and Security Com mand (USAINSCOM) intends to award a firm-fixed price contract under Federal Acquisition Regulation (FAR) Parts 12 and 13 to Axciton Systems, Inc. The North American Industry Classification System (NAICS) code for this acquisition is 344519 with a small bu siness size standard of 500 employees. Axciton is deemed the sole manufacturer and distributor of three (3) datapack sensor boxes required by INSCOM for the purpose of upgrading sensor boxes previously procured from this same company. The Axciton datapac k sensor boxes are specially designed to operate with the Axciton Polygraph Suite Software. The introduction of a different manufacturers product will cause compatibility conflicts with the existing products and result in system inoperability. The suppl ies/services required are available from only one or a limited number of responsible sources under the authority of FAR 13.106(b)(1). Interested sources may identify their interest and capability to respond to this requirement or submit proposals. Only a uthorized Axciton Systems, Inc. resellers that are recognized by Axcitonto sell their products will be considered. All interested sources must submit, with their proposal, written documentation from Axciton showing that as an offeror, it is authorized to provide all of the following components that comprise a Axciton datapack sensor box: Each sensor box must contain approximately eight channels, for use of two Pneumograph components, 1 EDA component, 1 Cardio component, and 1 Electronic Countermeasures device. Sensor box must contain a USB connection with 6-8 ft cable for connection to laptop or desktop computor. Sensor box must contain the followin g attachments: two Pneumograph components, 1 EDA component, 1 Cardio Cuff component, and 1 Electronic Countermeasures device. Unit must have a minimum of a 3 year warranty. Delivery of these items is required on or before 30 September 2006. All quotations received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
