- The U.S. Army TACOM- Picatinny Arsenal, NJ has a requirement for the acquisition of an upgrade to the Edwards Chiller. The upgrade will provide for an intuitive user friendly operator interface (graphical). It will also provide a means for data collection (trending) and data archiving in a transferable file format such as .csv files or similar. In addition, the upgrade will provide for a remote indication of the system status at 3 locations within the facility. There will also be an update to the temperature sensing equipment and the addition of humidity monitoring (RH, dew point, wet bulb, etc.) Mechanical Service Corp. (MCS) will provide and install the following: (3) one panel mounted industrial PCs as the operator and equipment control panel, (1) uninterruptible power supply for each operator interface unit, (1) Ethernet router for the unit network, (2) industrial remote sensing temperature and humidity transmitters, one for each test chamber, (1) Web based network controller to handle the graphics and data collection, new transmitters compatible with upgraded system for the compressor suction and discharge temperatures to be measured and displayed, all labor and materials required to pull and terminate all required control, network, and power wiring to the respective devises while conforming to National Electric Code. MCS will also perform the following: program the new functionality into the respective controller applications, startup check and test operation of the new applications and the associated equipment to confirm that operation is as intended, edit the existing wiring diagrams to reflect the changes to the system, create the graphical user interface to provide intuitive access to the existing as well as the new control functionality, backup all changes to the databases and workstations and update the facility manual with the new product documentation, repair parts manuals and as built diagrams. Finally, MSC will provide end user training in the form of (2) eight hour on site hands-on orientations. This will be a sole source action and will be available electronically at the following Internet address: http://procnet.pica.army.mil on or about fifteen (15) days from the date of this announcement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
