- The Army Contracting Agency, White Sands Missile Range, Directorate of Contracting intends to award a sole source contract to the Province of Our Lady of Consolation in Mount Saint Francis, Indiana for the Catholic Religious Services Contract for Fat her Sebastian Cunningham. Father Sebastian is the only Priest that can perform these services at White Sands Missile Range, based on the fact that local churches can not compete against one another.
