- POC: Mr. Joseph Simonds, Procuring Contracting Officer (PCO), SMC/XDK, (310) 653-9096, Joseph.Simonds@losangeles.af.mil; Mr. David Banks, Contract Specialist, SMC/XDK (310) 653-9093, David.Banks@losangeles.af.mil. The Department of the Air Force, Space and Missile System Center (SMC) intends to issue a sole source contract to complete the Science & Technology and Modeling, Simulation & Assessment tasks already in progress to Sparta. This contract is valued at approximately $644,000. The period of performance is approximately 6 months. This task requires an intimate and detailed knowledge of the existing tasks being completed by Sparta, who has been working these efforts since the inception of these tasks. This work will involve Sparta completing the following 10 high priority-upgrades into SEAS 3.7: 1) Perform analysis, design acquisitions, prototyping, development and testing of software. Support, sponsor, attend, and participate in internal and external briefings and meetings. 2) Develop and deliver significant upgrades and modifications of SEAS software source code to prove added capabilities as well as improved performance. 3) Develop and deliver significant upgrades and modifications to the SEAS Graphical User Interfaces. Define, design and implement and document upgrades to the GUI and/or server client relational database for inclusion of new tools, data types, and information fusion. 4) Update both on-line and off-line SEAS supporting documentation to appropriate commercial software product standards. 5) Integrate the SEAS upgrades to run on common threats, environments, timelines, and output interfaces. 6) Assist in defining, planning, developing, and analyzing system development and/or operational tests and evaluations. 7) Provide configuration management support as required to SEAS Configuration Control Board (CCB). 8) Provide support for a VV&A program for the SEAS model in support of efforts to make it an industry and government standard. 9) Develop a SEAS website to provide the latest information on SEAS news versions to the user community. 10) Develop and build SEAS training programs. Develop and provide appropriate training materials for managers, entry-level analysts, and advanced analysts. These listed tasks require government review and testing before acceptance. If there are problems, Sparta still must be on the contract to correct these issues. Completion of the documentation and SEAS 3.7 release is required on or before 30 November 2006. Planning, engineering, and analytical support are all consolidated under this effort by Sparta. This effort does and will consist of expansion of engineering efforts, briefings, conferences, document reviews, software/hardware development, risk reduction tasks which consists of prototyping, demonstrations and experiments. In addition research analysis and development are required to assess concept maturity that is sufficient to determine if it can become a DARPA seedling or TACSAT demo. This task consists of building 2 additional conformal flat tanks, 4 specialty designed corner pieces and several honeycomb panels for the purpose of base plates/overheads and side panels. Sparta is currently supporting this effort. Sparta will continue to support the Responsive Strike Command and Control Experiment (RSC2E) and various aspects of Space Architectures to facilitate defining the space nodes within the C2 Constellation. The contractor is producing architectures that illustrate and define operational, system and technical views of interrelationships that comprise the increasingly complex set of DOD?s air, land, sea, and space-based capabilities. Sparta has worked closely with SMC, AFSPC, 14th Air Force and USSTRATCOM in development of an Enabling Concept Document for responsive strike command and control. Sparta will continue its support of the C2 integrated product team. The following 3 tasks still need to be completed. 1) Finalize the system-view architecture documents. 2) Coordinate final architectures with Electronic Systems Center and USSTRATCOM. 3) Integrate final architecture. Sparta exclusively has an abundance of knowledge on this subject matter due to their past work with SMC/XD on Command and Control architectures. Any persons or companies interested in this notice are to respond to the requirements and submit their capabilities and qualifications statement to the PCO. The Capabilities Statement should state why the company believes a sole source is invalid. The capability and qualifications statement will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government and will be coordinated between the PCO and the Functional Area Evaluator for technical merit.
