Description
The Federal Aviation Administration (FAA), Eastern Region has a requirement to provide a Heating, Ventilation and Air Conditioning Maintenance Contract at the Air Traffic Control Tower at Philadelphia International Airport located in Philadelphia, PA. The period of performance is estimated to begin on November 1, 2006 through September 30, 2007 with four (4) one-year option periods. This Screening Information Request (SIR) is 100% set aside for Small Business Concerns under NAICS Code 235110. All offerors submitting an offer must be registered and active in the Central Contractor Registration (CCR) Data Base or must be before award. Offers will be accepted from only those qualified offerors that have attended the mandatory pre-proposal site-visit conference which is scheduled for September 21, 2006 @ 10:00 a.m. Only those offerors who receive the SIR will be permitted at the pre-proposal site visit walk thru conference. The pre-proposal site visit conference will assure offerors a full understanding of the FAA's requirements. Additionally, companies must have a least four (4) years in providing HVAC maintenance services. Due to a time restraint, all fax requests for this Screening Information Request (SIR) must be received by September 15, 2006 - 4:00 p.m., Eastern Standard Time. Requests shall be faxed to 718-995-5685, Attn: Maria Rosu, no phone requests or e-mail requests will be accepted. Wilgro Services Inc., Costa & Rihl Mechanical Inc., Devine Bros., and Temptrol Corp. have been indentified as Small Business Concerns capable of satisfying this requirement and will be provided a copy of the SIR. Additionally,three (3) copies of the SIR are available to interested companies. Requests for the solicitation will be controlled based on the time and date as it appears on the faxed requests. Requests received after the limit has been reached will not receive a response from the Government. Offers will be evaluated in accordance with the SIR. Evaluation criteria include License Certification, Past Performance, Financial Capability and Insurance Eligibilty. The Government will make a single award to the responsible offeror who offers the lowest price, so long as the proposal conforms to the soliciation and is determined to be technically acceptable. "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
