- The Department of Justice, Justice Management Division, Procurement Services Staff, Acquisitions Program Group intends to negotiate a sole source contract with Metalincs Corporation, for a one year software subscription for it Metalincs software. Metalincs provides an advanced product used in analysis of electronic data. Its unique email threading and context searching features are exclusive in the industry. The software has the ability to accept native email files, efficiently search large amounts of data provide specific email investigative mail threading features, can graphically display email associations. As a commercial of the self COTS product, Metalincs will be brought into use within the Department of Justice offices without use of internet or other off site based support or management. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. No solicitation document exists. Interested parties must respond within ten (10) days from the date of this announcement, with a written statement of capability that convincingly demonstrates that they have the ability to provide the Department of Justice with a software product capable of the Metalincs Corporations product. The solicitation will not be distributed on the General Services Administration web-site http://www.fbo.gov. Responses received as a result to this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed contract will supply Department of Justice-Antitrust Division. The anticipated period of performance is one (1) year. Responses must be submitted to the address shown in this announcement.
