- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Applied Biosystems, North American Sales and Service, 850 Lincoln Centre Drive, Foster City, CA 94404, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for 4-each #4337452 TF, Big Dye Terminator, Version 1.1. Items are to be delivered in four shipments (one kit each shipment) on the following dates: 10/18/06, 12/6/06, 1/24/07, and 3/14/07. Item is required to maintain consistency and continuity in research projects. The Big Dye Terminator product is the only known commercially available kit containing a single energy transfer molecule: a donor fluorescein and an acceptor dRhodamine coupled by a patented, highly efficient energy transfer linker, in a single molecule. This product is required for restocking of the NIEHS freezer program, therefore required for continuity in research for the entire institute. Any firm believing itself capable of providing these open market items may respond by submitting a written narrative statement of capability within 15 days of date of notice to Paula Pier at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Applied Biosciences. The NAICS Code/Size is 325188/1,000EM. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
