Description
The U.S. Census Bureau Budget Division has a requirement for expert services for system administration and support that will meet the needs of the Bureau Budget Division. The Census BUREAU Budget system is the Consolidated Budget Reporting Application (COBRA). COBRA is the system of record for project listings and project funding amounts. Preliminary personnel resource information feeds to COBRA from the Commerce Business System (CBS). Users update personnel resource and enter funding information to transaction screens. Funding information then feeds into CBS. COBRA allow users to create and route for approval Project Descriptions (PD), Position Listings (PL), Operating Plans (OP), and Budget Planning Documents (BPD) in support of budget formulation and budget execution activities. Budgets are linked at a project and participating organization level to Census Bureau Strategic Goals and Performance Targets. COBRA was constructed from commercial off-the-shelf (COTS) and open source components. HYPERION PLANNING with the Essbase database, using Microsoft (MS) SQL Server 2000 database for metadata management, provides the core transactional and reporting functionality. The HYPERION components include (1) HYPERION Application Link 7.1, (2) HYPERION Planning 3.5, (3) Hyperion Reports 7.0, (4) Hyperion Essbase 7.1, and (5 Hyperion Essbase Deployment Services (EDS) 7.1. The system is web-based with system components using .NET 2003 web services and Java Server Pages (JSP) on Apache Tomcat, IIS, and Web Logic. System components, including customizations, are coded in C# and Java. Job streams are controlled using Vignette Business Systems. Configuration management is done in Visual Source Safe 6.0.The purpose of this requirement is to provide operational and systems support services to the Budget Division for COBRA. Incremental addition of new functionality will be done as needed to accommodate user needs. The objectives of this requirement are to: Provide effective COBRA system reliability and performance for up to 250 geographically separated users?, Provide effective coordination with IT support staff in maintaining Budget COBRA servers, and Provide effective coordination with Hyperion in the maintenance and troubleshooting of the Hyperion components of COBRA. The expected outcome is that COBRA will function without significant interruption of services and that user needs for budget formulation and budget execution activities will be facilitated. The contractor shall provide four (4) specific tasks: TASK 1. ON-GOING SYSTEM MAINTENACE, TASK 2. PLAN, MANAGE, AND IMPLEMENT SOFTWARE UPGRADES, TASK 3. ASSIST FUNCTIONAL STAFF, AND TASK 4 PLAN, MANAGE, AND IMPLEMENT SYSTEM ARCHITECTURE ENHANCEMENT. It is the Government's intention to solicit and negotiate a competitive procurement under the authority of 41 U.S. 253(6)(1) and FAR 6.1. The intended contract will have a period of performance of one year and will include four one-year option periods. The proposed type of contract is a Time and Material Contract. Please submit an original and two (2)copies of the technical and cost proposals to the U.S. Census Bureau primary point of contact, Ms. Agnes Williams, by the close of business, 3:30 P.M. September 25, 2006. AMENDMENT TO PRESOLICITATION NOTICE RFP132306DW0911 EXPERT SERVICES FOR SYSTEM ADMINISTRATION AND SUPPORT FOR CONSOLIDATED BUDGET REPORTING APPLICATION (COBRA) Delete the sentence in it entirety:?Please submit an original and two (2) copies of the technical and cost proposals to the U.S. Census Bureau primary point of contact, Ms. Agnes Williams, by the close of business, 3:30p.m. September 25, 2006?. Add the following information to the presolicitation notice: Interested firms having the ability to furnished Expert Services for System Administration and Support for Consolidated Budget Reporting Application shall submit an email or written request for the solicitation RFP 1323-06-DW-0911 within fourteen (14) days of this notice. Telephone request will not be honored. This synopsis is not to be considered a Request for Proposals.
