- THIS COMBINED SYNOPSIS/SOLICITATION HAS BEEN REVISED. This is a combined synopsis/solicitation for commercial services in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitu tes the only notice of this Request for Proposal (RFP) for trimming trees along high voltage power lines at Fort McPherson and Fort Gillem, GA. A written solicitation will not be issued. This procurement is SUBJECT TO THE AVAILABILITY OF FUNDS. This com bined solicitations/synopsis reference number is W911SE-06-R-0031. The associated NAICS code is 561730 with a standard size of $6.5M. A site visit will be conducted, beginning at Fort Gillem on the 19th of September 2006 starting at 8:00AM. Offerors are to meet in the parking lot that is located directly behind the Fire Department (across the street from 1st Army) once you enter the East Gate. Contact Kristine Wright no later than the 18th of September by 1:00PM to provide the number of company personne l that will be attending the site visit. A bid package will be given out at the site visit. Offerors will use the attached Bid Schedule for proposal submittals. The proposals will be broken down into the following categories, which will consist of Circu it A Fort Gillem, Circuit B Fort Gillem, Circuit C Fort Gillem, Circuit D Fort Gillem, Circuit A McPherson, Circuit B& C McPherson, and Circuit D McPherson. Proposals shall be submitted in accordance with Statement of Work. All Offerors shall perform in accordance with OSHA standards 1910.269 and must provide Line Clearance Certification. The resulting award will be a firm fixed price contract. Offerors shall provide as a response to the solicitation: (1) Price schedule; (2) Certification for Line Clear ance; (3) CAGE Code; (4) Completed FAR Clause 52.212-3, Offerors Representations and Certifications - Commercial Items. Award will be by Purchase Order and payment will be made by Electronic Funds Transfer (EFT) or Government Credit Card so all offerors m ust be registered with the Central Contractor Registered (CCR) at www.ccr.gov to be eligible for award. The following clauses and provisions are incorporated and will remain in full force in any resultant award; FAR 52.212-1, Instructions to Offerors-Comm ercial Items, applies to this solicitation; FAR 52.212-2 Evaluation Commercial Items is applicable to the solicitation. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation; FAR 52.212-4 Contract Terms and Condition-Commercial Items, applies to this solicitation. FAR 52.204.9 required for Personal Identity Verification of Contractor Personnel. FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Execute Orders; Commercial Item, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and is applicable to this acquisition: (1), (2), (7), (16), (17), (18), (19), (20), (31), (33) and (c)(1). Far 52.252-2, 52.204-7, 252.204-7004 and 252.212-7001 Clauses are incorporated by Reference. All offerors are subject to a facility inspection prior to contract award. The Government reserves the rig ht not to award to the lowest price. Offerors who are not registered in the CCR are ineligible for the award.
