- The purpose of this general synopsis is to provide for the earliest notice of this schedule-driven procurement. NASA/Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for a Launch Vehicle Stage Severance System in mid-October. The draft RFP (NNC06ZDE035J) will be posted on or about September 19, 2006. Target release dates for the final RFP are included in the description below. The NAICS Code and Size Standard are 336419 and 1000, respectively. GRC anticipates an Industry Briefing, addressing the procurement to be held in the Cleveland, Ohio area on September 21, 2006. NASA GRC personnel will be available to discuss plans for the Severance System during this event. Please refer to the separate announcement, with registration form, posted on August 16, 2006, detailing this event. http://www.grc.nasa.gov/WWW/Procure/Industry_Day.html The ARES I Launch Vehicle is a new launch vehicle NASA is developing to replace the Space Shuttle and to return astronauts to the moon. ARES I-1 is the first flight of this new launch vehicle and will demonstrate ascent flight control system performance. The upper stage will be an inert mass model. One of the primary objectives of the first flight will be to demonstrate nominal 1st and 2nd stage separation and clearances. The development, testing, fabrication and flight qualification of this system will require a very aggressive schedule. NASA GRC is requesting a delivery of a full test qualification unit in March, 2008. The first flight severance unit is expected in June, 2008. The flight of ARES I-1 is scheduled for April, 2009. A second flight article may be purchased for delivery in December 2008 for a follow on flight that is currently TBD. The contractor shall be required to support NASA during integration and system level qualification testing planned at NASA Plumbrook in Sandusky OH. The contractor shall also be required to provide support during integration, assembly and final inspection during assembly of the severance system into the ARESI-1 Interstage flight element. NASA is open to industry's creative design. The proposed system must have flight heritage. NASA GRC?s anticipated value of this procurement is $1.5M - $2M. NASA may decide that the best value is with proposals offering distinctly different approachess under consideration for multiple awards. Target date for release of the draft RFP NNC06ZDE035J is on or about September 19, 2006. Target date for release of the final RFP NNC06ZDE035R is October 11, 2006.
