Description
NASA/DFRC has a requirement to provide Technical Services to support the In-Service Evaluation (ISE) of the turbulence portion of the Aviation Safety Program Plan. The Contractor is supporting the Turbulence Research Plan which has the goal of reducing accidents and injuries caused by encounters with turbulence, initiate research in the development of concepts to support the program goal, and initiate discussions on how the information should be displayed and used to mitigate the impact of the turbulence relevant to the NASA mission.The estimated period of performance is September 25, 2006 to January 25, 2007. NASA/DFRC intends to purchase the items from Delta Airlines, Incorporated, PO Box 20706, Atlanta, Georgia 30320. Delta Airlines is the only responsible source to conduct this action by the time allotted due to the expended significant expense in training aircraft pilots to operate the E-Turb Radar and to train and make available to the aircraft dispatchers TAPS via ARINC's WebASD display. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on _____9/27/06_______. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
