- Combined Synopsis Solicitation INDOOR CELLULAR COVERAGE SOLUTIONS (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit written quotes (oral quotes will not be accepted) on RFQ reference number 500-6249A1. The provision at FAR 52.211-6, Brand name OR EQUAL applies to this requirement. (ii) The North American Industry Classification System (NAICS) code is 334220. This requirement is set-aside for 100% small business. (iii) This solicitation is for the purchase of non-personal services to purchase and install solutions to extend cellular coverage in the 341st Space Wing Command Center, Bldg 500 at Malmstrom AFB, MT. Bulding and network information are as follows: Malmstrom AFB is attempting to extend commercial cellular coverage inside of its main headquarters building. The building has 3 floors with a basement and each floor is approximately 50,000 square feet. It is primarily concrete in construction with steel reinforcement. There are no exterior windows except at the elevator shaft area on each floor (excluding the basement of course). Most interior construction is drywall with steel studs. Raceways and ducts are available. Space above false ceilings does act as a plenum. Current cell service inside the building is spotty. We receive commercial service from Verizon Wireless which provides CDMA. Extension of this service on all floors is required. Rooftop access may be available. Installation of the system by the vendor is required. Malmstrom AFB will reserve the right to request repositioning of transceivers based on security requirements. Warranty should be at least 1 yr. A COPY OF THE FLOOR PLANS ARE AVAILABLE UPON REQUEST. (iv) Delivery and installation requested no later than 30 days after receipt of order. FOB: Destination, at: 341 SW 21 77th Street North, Bldg 500 MALMSTROM AFB, MT 59402 (v) Quotes will be evaluated based on technical specifications, warranty terms and price. (vi) The provisions at FAR 52.212-1 Instructions to Offerors -- Commercial Items, and 52.212-3 Offeror Representations and Certifications -- Commercial Items are included in this solicitation. (vii) The following clauses apply to this acquisition: - FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, - FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, - DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items - DFARS 252.232-7003 Wide Area Work Flow (viii) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (ix) Quotes are required to be received no later than 4:30 PM MST, Thursday, 14 September 2006.
