Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a quote is being requested and a written solicitation will not be issued. The reference number for this acquisition is F1J5AF6248A500. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 (4 Aug 2006) and Defense Federal Acquisition Regulation Supplement change notice 20060814. It is the Offeror?s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) for this acquisition is 541511 with a small business size standard: $23,000,000.00. Please identify whether or not you are a small or large business based upon this NAICS. This commercial acquisition is for Contract Line Item Number (CLIN) 0001; Install scanning and electronic document management software with electronic workflow on the ACS Microsoft SQL 2000 server to support the USAFSAM Aeromedical Consultation Service Electrocardiogram Library and Medical Records Deportments. Please email Mr. Steven Allee at the below for a copy of the Statement of Objectives (SOO). Due to the nature of this acquisition the Government intends to make this a best value decision. The type of contract anticipated is firm-fixed price. This acquisition is for a 3-month period of performance (PoP) with the majority of services provided to USAFSAM, Bldg 110 and 100, Brooks City-Base, TX 78235, FOB destination. The following FAR and DFAR Clauses apply to this combined synopsis solicitation and any subsequent award: 52.212-1 (Jan 2006), Instructions to Offerors Commercial; 52.212-2 (Jan 1999), Evaluation - Commercial Items (Evaluation will be based on technical capability and price); 52.212-3 (Jun 2006), Offeror Representations and Certifications - Commercial Items (Offerors must submit a completed copy with their offer); 52.212-4 (Sep 2005), Contract Terms and Conditions - Commercial Items; 52.212-5 (Aug 2006), Contract Terms and Conditions required to implement statutes of executive Orders - Commercial Items. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000. GOVERNMENT RESPONSE TO INDUSTRY QUESTIONS Q1: When you ask for 25 users with Workflow rights are those 25 users going to need to modify the Workflow rules or are only the lesser number of ?approved? users going to have the rights to create or modify Workflow rules? Answer: Only approved users need rights to modify or create workflow. Q2: How many ?approved? users will you require? Answer: Four (4) Q3: Your database contains approximately 250,000 medical records (this corresponds to the indexing data) also you mention images but do not state an estimated volume. Do you have a number and are they stored as single-page or multi-page TIF files? Answer: The majorities are single page TIF but some definitely are multi-page TIF files, we don?t know the answer as to how many. Q4: How many scanned images will be coming from the converted microfilm? Answer: Approximately 500,000 to 1,000,000 during the first year. Q5: Are there indexes associated with the converted microfilm images or will indexing be required of the selected vendor? Answer: Indexing will not be required, however the vendor for this project must provide data capture software and electronic document management software that has the ability to automatically index the microfilm images using text recognition technology to read the indexing data after the forms are configured for automatic processing. Q6: What type of networked scanners do you currently use? Answer: We are in the process of purchasing new scanners like the Kodak i620 or similar. Q7: What type of operating systems are on your desktops (i.e. Windows XP-Pro)? Answer: Windows XP Professional Q8: We assume you have the hardware or if not? Answer: We have the Hardware. Q8: Is Records management a part of this project? Answer: This project does not include records management services separate from setting up an electronic document management software program.
