Description
A sole source award is contemplated with Coherent Systems International Incorporated, Lexington Park, MD to develop a Ground Mobile Gateway (GMG) Operations and Maintenance (O&M) Training Course. Coherent is the only qualified source to conduct this effort. The contract schedule anticipates award for training development in October 2006 with delivery of the training 90 days after contract award. The contract will require the contractor to develop comprehensive O&M training for all Ground Mobile Gateway system components and provide detailed training whose measured output is military personnel with the skills and understanding to train other military personnel on GMG O&M procedures. The GMG is a prototype tactical system consisting of an integrated suite of communications and networking equipment installed in a highly modified, HMMWV-mounted -788 equipment shelter. Three HMMWV systems are currently being developed by Coherent and comprehensive O&M training is required prior to transitioning the systems to stateside and overseas operational units. The major components include, but are not limited to, Global Positioning System receivers, central processing units, routers, Joint Range Extension (JRE), AN/PRC-117(F) radios, PRC-150 C radio, Situational Awareness Data Link, MIDS LVT-2 Link-16, MRC-185 (Rover III), INMARSAT-B, Cellular Base Station, Secure Terminal Equipment (STE), and Tactical Operations Center Inter-Communications System (TOCNET). Associated with the systems are the appropriate antenna systems for fixed and mobile operations. The operator training scope will include GMG normal and emergency operating conditions, and mission operations in an exercise environment. The maintenance training scope will include troubleshooting system anomalies to Line Replaceable Unit, along with organizational level preventive and corrective maintenance on the GMG repairable components. The objectives of the organic training program are: (1) to provide military personnel who have basic computer, networking and radio knowledge and skills with the capability to operate and maintain the GMG in normal and emergency operations with no supervision. It is expected the course will be conducted at the Government?s facility, 17th Communications Squadron (Bldg 112), 131 Flightline Ave., Goodfellow AFB, TX 76908-3505. The duration of the course will be whatever is necessary to complete an in-depth Course of Instruction (COI). Estimated course length is 6 weeks; 2 weeks classroom, 2 weeks hands-on operations, culminating with a 2 week operational exercise, e.g., JDICE @ Nellis AFB, NV. Government will have unlimited data rights for all training data products used during training which should include lesson plan(s), instructional materials which enhance the trainee?s mastery of those knowledge and skills for a given subject, instructional visual aids, and condensed operator checklists for field operations. Coherent is the only company that can accomplish the training while meeting the GMG fielding schedule. As the system developer/integrator of the first generation prototype system, only they have the requisite knowledge regarding equipment installation, inter-/intra-connectivity and operational experience to provide the appropriate level of training in the time frame required. The Government intends to award a sole source contract for GMG O&M training with only one source under the authority of FAR6.302-1. See Numbered Note 22.
