Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F1B3R26245A1 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 4 Aug 06. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 333120, with less than 750 employees. Statement of Work: Snow plows were bought last year with end of year money. Mounting brackets need to be mounted and modified to fit new plows. Five 5-ton dump trucks and one 10ton dump truck need to be fitted with the mounting brackets that hold the plow on the dump trucks. The Plows are utilized for snow removal of all major runways and taxi-ways to support the flying mission. They are also used for street and parking lot clearing of the base. 1. Old snow plows removed and new functioning snow plows installed per factory specifications. Snow plow kits have already been pre-purchased and should contain all necessary wiring, hoses, controls, etc. This is a labor bid only. (End SOW). All work shall be performed IAW SOW. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors -Commercial Items, (JAN 06) is incorporated by reference. It is amended to read: Submit signed and dated offer and three (3) references (to include point of contact and telephone numbers) on company letterhead to 97 CONS/LGCB, 303 Ave J, Bldg. 302, Altus AFB OK 73523-5132 at or before 1200 (Noon) CDT, 15 September 2006. Quotations may be faxed to (580) 481-5138. The government reserves the right to make award on the initial quote without discussions. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (JUN 2006) with the quotation. The following factors shall be used to evaluate offers in order of significance: Price and Past Performance(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
