Description
Muslium Imam Religious Services as defined in the Statement of Work (SOW) - This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. A copy of the complete solicitation is available be e-mail a request to the person(s) indicated in this notice. DESCRIPTION / SPECIFICATION / WORK STATEMENT Federal Correctional Institution (FCI) and Federal Prison Camp (FPC) Prerequisite Statement(s)/Understanding(s) : This proposed action is a contractual arrangement and subject to the following: The proposed service is a contractual arrangement and not a personnel appointment; Payment is based on end product or the accomplishment of a specific result; The service does not constitute an employer /employee relationship; and The contractor shall not be subject to Government supervision, except for security related matters however, contractor performance shall be monitored. By submitting a Quotation / Offer in response to the solicitation, you are unconditionally acknowledging and agree to the aforementioned statements. 1. REQUIREMENT: Muslim Jumah and Khutbah 2. PLACE: FCI / FPC Chapel or Chapel Area. 3. SUPPLIES NEEDED: Qur?ams, prayer rugs, prayer calendars and other items for the respective Muslim Holy Days and Ramadhan Fast. 4. SCHEDULE: Muslim Jumah and Khutbah generally lasts one(1)session each week at FCI, and Camp. Each Session shall generally be defined as not less than one (1) hour in duration. Services shall normally be performed on Thursday morning at /about 8:30AM.(FCI) and 9:45AM (FPC). 5. METHOD OF PRESIDING AT SERVICES: The Muslim Imam leads Jumah Prayer and delivers Khutbah with the Muslim inmate population generally once (1) weekly - ONCE each at the FCI and at the FPC. 6. SERVICES AND/OR CLASSROOM MANAGEMENT: The Muslim Imam will be required to perform his/her service within the traditions of the group he/she represents. The BOP Chaplain will monitor the space and contents of the religious programs. All services performed under the arrangement shall be in compliance with FBOP policies, directives, regulatory bodies and procedures. 7. INMATE MANAGEMENT: The Contract Muslim Imam shall undergo the training required of anyone providing a service(s) within the confines of an Federal Institution as provided for in this proposed contractual agreement. He/She shall be made familiar with all of the safety and security rules. It shall be made clear at the beginning and during this proposed contractual arrangement that anything out of the ordinary in the way of requests of any kind need to be reported to the Chaplain on duty. In addition, the BOP Chaplain or designee, will be at all times in the vicinity of the Chapel Services area to observe any irregularities. 8. INSTITUTIONAL SECURITY: As mentioned in the previous paragraph, the contract Muslim Imam will, prior to beginning her service in the institution, undergo a Training Program and be regularly and systematically retrained by the Contract-Volunteer Coordinator or Dsignee Under no circumstances will the Muslim Imam supervise Inmates. The contract Muslim Imam agrees to abide by all the regulations prescribed by the Institution for the safety, custody and conduct of all inmates. 9. PAYMENT: Payment will be made once (1) monthly, cumulative and only for services as directed by this proposed contractual agreement. Monthly pay vouchers will be prepared by the 30th of each month and payment will generally be made within 30 days. 10. CREDENTIALS: Evidence supporting proper Credentialing and being in Good Standing SHALL be submitted with the Quotation / Offer being submitted. Failure to submit proper supporting documentation may be cause, as determined by the Contracting Officer, to find your Offer / Quotation non-responsive. In addition to this paragraph, see A.16 for additional information and requirements 11. PERFORMANCE PERIOD: The solicitation provides for one(1) - Base period with four (4) option year renewal possibilities. The proposed performance period is as follows: 1. Base Year - Date of award through month 12 2. Option Year #1 - Month13 through month 24 3. Option Year #2 - Month 25 through month 36 4 Option Year #3 - Month 37 through month 48 5 Option Year #4 - Month 49 through month 60 12. AWARD: The Government intends to make an award based on Price and Price related factors after meeting the . The Government reserves the right to make award without discussion, therefore, ensure evidence supporting proper credentialing is included and supplied with your Quotation / Offer. Again, ensure you fully comply with the requirement(s) at A.16 and complete form BP-S778.053 (last page of solicitation), titled -CREDENTIALS OF RELIGIOUS SERVICES CONTRACTOR-.
